Ordinance 23-86 - Amending Section 141.18 of the Administrative Code relative to Thornton Park Pool fees; enacted September 26, 2023, effective October 1, 2023.

Ordinance 23-100 - Enacting new Chapter 910 of the Fire Code and Section 1411.31 of the Housing Code, and amending Sections 1415.02 and 1415.03 of the Housing Code, of the Codified Ordinances of the City regarding carbon monoxide detection; enacted November 27, 2023, effective December 27, 2023.

Ordinance 23-103 - Enacting new Chapter 549 of the Business Regulation Code and repealing Chapter 386 of the Health Code of the Codified Ordinances of the City to require tobacco retailers to obtain an annual permit, and authorizing the city or its agent to administer the permit, and enforce the prohibitions of sales to persons under 21 years of age, including by assessing civil penalties; enacted November 27, 2023, effective December 27, 2023. Businesses that sell tobacco products in the City shall be required to obtain an annual permit, as set forth in Section 549.03 and all related and pertinent Sections of Chapter 549, on and after March 1, 2024.

Ordinance 23-108 - Amending Section 141.07 of the Administrative Code of the Codified Ordinances of the City regarding the sale of Police dogs, to add new subsection (e) providing that: A City Police officer who leaves the City’s canine unit while the Police Dog assigned to the officer is still fit for duty may be permitted to purchase or arrange for the purchase of the Dog by providing sufficient consideration to compensate the City for the cost of purchasing a replacement Dog, and training the Dog and a Police officer handler, and all associated costs, as determined by the Chief of Police and Finance Director of the City. Enacted December 18, 2023, Effective December 18, 2023.

Ordinance 23-114 - Amending Sections 110.03, 110.05, and 110.18, and enacting new Section 110.27, of the Municipal Income Tax Chapter within the Administrative Code of the Codified Ordinances of the City to comply with changes made to the State income tax code in House Bill 33, which was signed into law on July 3, 2023. Enacted December 18, 2023, Effective December 23, 2023. Effective for income taxes beginning January 1, 2024.

Ordinance 24-02 - Amending Sections 1211.02, 1230.04, 1231.03, 1232.03, 1233.03, 1234.03, 1234.07, 1234.08, 1234.10, 1240.04, 1251.02, 1251.13, 1262.12, and 1263.10, and adding new Section 1263.25, of Part Twelve, Zoning Code, of the Codified Ordinances of the City of Shaker Heights to amend the zoning map to rezone the commercial areas at Fairmount Circle and the south side of Chagrin Boulevard west of Lee Road, and to amend the zoning text to add off-campus student housing as a conditional use, and to update definitions, conditional use standards, and drive-through use regulations. Enacted February 12, 2024, effective March 13, 2024.

Ordinance 24-40 - Amending Section 141.22 of the Administrative Code of the Shaker Heights Codified Ordinances relative to Thornton Park Ice Rink Fees; enacted April 29, 2024; effective April 30, 2024.

Ordinance 24-41 - Amending Section 159.07 of the Administrative Code of the Shaker Heights Codified Ordinances to gradually increase sewer usage fees over a period of four years; enacted April 29, 2024; effective May 29, 2024.

Ordinance 24-35 - Amending Section 1224.03, and enacting new Chapter 1245, of Part Twelve, of the Zoning Code, of the Codified Ordinances of the City of Shaker Heights, to amend the zoning text and map by creating an Off-Campus Student Housing (OCSH) Overlay District, allowing off-campus student housing as a conditional use in a multifamily zoning district, and including two Fairmount Circle properties in the new overlay district; enacted May 28, 2024, effective June 27, 2024.

Ordinance 25-53 - Amending Sections 1415.01 and 1415.05 of the Housing Code of the Shaker Heights Codified Ordinances to modify requirements of the City’s Point of Sale Program; enacted April 28, 2025, effective May 28, 2025.

Ordinance 25-76 – Adopting new Sections 1413.06 and 1413.10 of the Housing Code of the Codified Ordinances of the City to reinforce the City’s prohibition of short term rentals of less than 30 days, and correcting the definition of “Family” in the Housing Code Section 1407.13, to make it consistent with the Zoning Code definition. Enacted June 23, 2025; effective June 24, 2025.

Ordinance 25-98 – Amending Section 141.03 of the Administrative Code of the Codified Ordinances of the City of Shaker Heights to increase the threshold amount established pursuant to the City Charter for competitive bidding and approval of certain purchases by Council to $50,000. Enacted August 25, 2025. Effective August 26, 2025.

Ordinance 25-97 – Amending Section 135.04(c) of the Administrative Code of the Codified Ordinances of the City of Shaker Heights to provide a broader definition of immediate family for the purpose of employee funeral leave. Enacted August 25, 2025. Effective August 26, 2025.

Ordinance 25-79 –  Amending Section 153.03 and enacting new Sections 155.07 and 155.08 of the Administrative Code; amending Sections 747.01, 747.02, 747.03, 747.04 and 747.07 of the General Offenses Code; amending Section 1111.02 of the Traffic Code; amending Sections 1319.03 and 1319.08 of the Building Code; and amending Sections 1412.01, 1412.02 and 1412.03 of the Housing Code of the Shaker Heights Codified Ordinances to update requirements for landscaping on private property and the use of the tree lawns in the right-of-way of the City. Enacted October 27, 2025, effective November 26, 2025.

Ordinance 25-147 – Enacting an interim zoning ordinance for a period of 150 days in order to maintain the status quo by adding standards for outdoor recreational structures and uses in the Institutional Zoning District. Enacted December 15, 2025. Effective on or before December 19, 2025.
