Administrative Services Bureau

The Administrative Services Bureau is charged with overseeing critical administrative duties of the Shaker Heights Police Department. This includes everything from records and recruitment to accreditation and professional standards. The bureau includes the following units:

The bureau is also responsible for answering your questions and questions from members of the media.  Our police information officers take great pride in assisting with information requests.

Leadership

The Administrative Services Bureau is led by Commander Timothy Kohanski, who joined the Shaker Heights Police Department in 1995 as a civilian bicycle patroller. In 1998, Kohanski was hired as a full-time police officer for the department.  In 2005, he was promoted to the rank of corporal and in 2006 to the rank of detective. During his time as a detective, Kohanski was assigned full-time to the Northern Ohio Law Enforcement Task Force, which is a federal task force run by the FBI that focuses on large-scale narcotics and local gang investigations.  In 2012, Kohanski was promoted to the rank of sergeant and supervised employees in the Uniform Patrol Division.  In 2016, Kohanski was promoted to lieutenant, continuing to serve as a supervisor to Uniform Patrol while also serving in the Professional Standards Unit, which is oversees training, internal affairs, recruiting and community engagement. In 2023, Kohanski was promoted to commander of the Criminal Investigation Bureau and in 2026 took the helm of the Administrative Services Bureau. 

Kohanski holds a B.S. in education from Ohio University and a M.S. in criminal justice from Boston University.  He is a graduate of the Police Executive Leadership College, the Public Safety Leadership Academy at Ohio State University, and the Federal Bureau of Investigation's National Academy and has taught criminal justice at both Boston University and Tiffin University.  Kohanski is a second-generation Shaker Heights Police Officer. His father, Tom, served for 30 years with the department and retired as a detective.  Kohanski and his father have a combined 55-plus years of service to the Shaker Heights community.
