Electric Aggregation Program
The City offers residents and small businesses a 100 percent renewable electric aggregation program. The supplier is Dynegy (formerly Energy Harbor) and the rate is 9.49 cents per kilowatt hour from June 1, 2025 through May 31, 2026. Residents may enter or exit the City's electric aggregation program at any time and with no fees. Why Green Electric?
Among the City's core goals is environmental sustainability. Offering a 100 percent renewable electric aggregation program is “the single biggest action we can take, as a city, to reduce greenhouse gas emissions,” notes Michael Peters, the City's sustainability coordinator. It's estimated the program could prevent over 100 million pounds of CO2 emissions per year.
The City's supplier purchased, on the City's behalf, national wind Renewable Energy Credits (RECs) to cover 100% of the electric supply of participating customers in the City. Background
The following timeline details the City's electric aggregation program since its inception:
- In November 2000, City of Shaker Heights voters passed a ballot measure which authorized the City to form an opt-out Governmental Electric Aggregation program for the purchase of electricity on behalf of the residents of the City.
- From 2001 to December 31, 2022, the City was a member of NOPEC, which provided this opt-out electric aggregation program.
- In early 2022, as part of its overall sustainability goals, the City began working to create its own 100% renewably sourced electric aggregation program. The City has been using 100 percent renewable electric for streetlights and City buildings since 2020.
- On July 25, 2022, City Council adopted the Plan of Operation and Governance, pursuant to Section 4928.20 of the Ohio Revised Code, for the City to develop this program following the procedures set forth in Ohio Revised Code Section 4928.20. The Plan of Operation and Governance describes services provided, professional assistance used, determination of rates, opt-out procedures, customer billing procedures, credit procedures and customer account enrollment/termination procedures.
- On September 2, 2022, the PUCO certified the City as an electric aggregation provider, and the City renewed its certificate in 2024.
- The City left NOPEC effective December 31, 2022.
- On January 12, 2023, the City entered into a two-year contract with Energy Harbor LLC as the City's electricity supplier for the aggregation program. The rate has been 7.71 cents per kilowatt hour (kWh) from June 1, 2023 through May 31, 2025.
- On March 1, 2024, Energy Harbor was purchased by Vistra, a Fortune 500 integrated retail electricity and power generation company based in Irving, Texas, which operates as an electric supplier through its subsidiary Dynegy.
- On or about February 24, 2025, the City, through its aggregation adviser, Aspen Energy, sent out a Request for Proposals (RFP) to electric suppliers. Ultimately, the City received three proposals from: Dynegy, the Sustainable Ohio Public Energy Council (SOPEC) and the Northeast Ohio Public Energy Council (NOPEC).
- On March 31, 2025, in Ordinance 25-23, Council authorized the City to enter into a new electric aggregation supply contract.
- On April 2, 2025, the City entered into a 12-month contract with Dynegy at the rate of 9.49 cents per kWh (for the period June 2025 through June 2026) for the provision of 100% renewable energy through the purchase of renewable energy credits (RECs). The Dynegy Contract includes a $32,000 “Greenback” grant for a qualifying City energy efficiency project.
As noted, the City's electric aggregation program is optional. Residents can opt into or out of the program at any time. Under Ohio's energy choice system, customers are free to select their own energy supplier.
