The week of December 2, Cleveland Water will start a large valve replacement project in the Larchmere neighborhood. The general project area is in the Larchmere/Kemper/N. Moreland intersection and the Kemper/Fairhill intersection. Please note that in the Larchmere/Kemper/N. Moreland intersection, there are three different work areas (see Figure 1 below).
This project will include excavation, replacement of the large valves, and restoraton of the work areas. Motorists and pedestrians should observe all posted consrtuction signs. Scroll down to find information for each phase of this project, including traffic detours.

Phase 1
During the first phase of the project, Cleveland Water will perform exploratory excavations at each work area. Anticipated duration for this phase is one month. There will be minimal interruption for traffic through these areas but motorists should follow all posted signs.
Phase 2
Phase will start in early January and is located on N. Moreland, north of the intersection (snoted in green in Figure 1 above). Anticipated duration is one month. During this phase, there will be no northbound traffic on N. Moreland. Traffic will be detoured to Kemper (northbound), to Fairhill (eastbound) then to N. Moreland (southbound). See Figure 2 below.

Phase 3
Phase 3 is at Fairhill / Kemper and will start in late January. Anticipated duration is again one month. During this phase, Fairhill (eastbound) will be restricted to one lane of traffic (see Figure 3 below).

Phase 4
Phase 4 is at Kemper/Larchmere (noted in red in Figure 1 above) and start in late February. Anticipated duration is two month. There will be no southbound traffic on Kemper; traffic will be detoured to Fairhill (eastbound) to N. Moreland (southbound). See Figure 4 below.

Phase 5
Phase 5 is at N. Moreland/Larchmere (noted in yellow in Figure 1 above) and starts in late March. Anticipated duration is one month. There will be no southbound traffic on N. Moreland. Traffic will be detoured to Larchmere (eastbound), to Coventry (southbound) to Shaker Blvd (westbound). See Figure 5 below.

Phase 6
This final phase, in May, will be the resurfacing of the entire intersection.
Note for Area Residents
- There will be no disruption to water service in this area during the project.
- Emergency and other City services will be maintained.
- Impacted residents will recive additional information from the contractor for Cleveland Water, Terrance Construction. If residents have questions, they should call Terrace Construction at (216) 861-8663.
